Verkhovna Rada Committee Approves Recommendations Following the “Paths to Peace” Hearings

On July 31, 2024, the Committee on Legal Policy of the Verkhovna Rada of Ukraine approved recommendations based on the hearings titled “Paths to Peace: Challenges and Prospects of Alternative Dispute Resolution in Today’s Context.”

The hearings took place on March 27–28, 2024, with the participation of a wide range of experts, arbitrators, mediators, and representatives of the legal community. The event became a platform for open dialogue on the role of alternative dispute resolution (ADR) in modern conditions.

The approved recommendations were the result of lively discussions during the hearings, as well as the review of written materials submitted by participants after their conclusion.

Key proposals include:

  • establishment of an Interagency Council on Alternative Dispute Resolution;
  • amendments to the classifier of economic activities to introduce mediation services;
  • preparation of amendments to the Law of Ukraine “On Enforcement Proceedings” to enable mediation within enforcement processes;
  • development of draft laws and pilot programs for out-of-court resolution of consumer disputes;
  • formation of pro-arbitration legal positions and summarization of judicial practice;
  • creation of a mechanism to account for dispute resolution procedures in judges’ caseloads and improvement of reporting formats.
